Workers from Sri Lanka for your company
As a recruitment agency for Sri Lanka, we bring foreign staff from Sri Lanka to companies across Romania, from unskilled Sri Lankan workers to skilled trades. If you searched for “Sri Lankan workers”, “workforce from Sri Lanka”, “recruitment agency Sri Lanka” or “foreign staff from Sri Lanka”, you are on the right page: we tell you on the same working day whether we can organise recruitment from Sri Lanka for your positions, roughly what it costs and how long it takes.
From Sri Lanka we recruit mainly for hospitality, the garment industry, manufacturing and agriculture, fields in which many candidates already have experience at home or in the Gulf. CADIMA YOU SEE recruits directly, with its own team and its Dubai office, and where needed, as a fallback, with licensed local partners. Hiring follows the D/AM2 visa procedure: a cerere unică (single application) in WorkinRomania.gov.ro, a visa at the competent diplomatic mission and a permis unic (single permit) issued by IGI (General Inspectorate for Immigration).
Occupations usually available
All are on the What does it mean?Lista ocupațiilor deficitare (List of shortage occupations), the official list of trades (with COR code) for which workers from outside the EU can be brought in on a D/AM2 visa; approved by order of the Minister of Labour (289 occupations in Order 1,073/2026). Read the guide → (Order 1.073/2026). For other trades, search the full list.
How we run the selection
- Pre-selection according to the requirements in the ofertă fermă (firm job offer): occupation and COR code, experience, English, availability; for HoReCa we require proven experience in similar establishments.
- Verification of documents and experience: passport, qualification certificates (including from hotel schools or training centres), references from previous employers in Sri Lanka or the Gulf.
- Video interview with the employer; we provide an interpreter for Sinhala or Tamil if needed.
- Filmed practical test for skilled trades: cooks prepare recipes indicated by the employer, garment operators work at the sewing machine from a pattern, welders and bricklayers carry out a technical test.
- Basic medical check in Sri Lanka, before the contract.
- For orders of more than 50 workers, the employer's representatives can attend the selection in Asia, with the trip paid for by the agency.
- Final list approved by the employer, then signing of the placement contract and the individual employment contract.
Interviews and practical testing
For cooks, the practical test means preparing two or three dishes chosen by the employer (including from Romanian or European cuisine, from a recipe sent in advance), filmed, with photographs of the final plates. For garments, we measure the time and quality of a standard operation on the industrial machine. For waiters and receptionists we run a role play in English. The results go to the employer together with our observations; the final decision belongs to the employer.
Languages spoken
The mother tongues are Sinhala and Tamil. English is taught in schools and used in tourism and in export garment factories, so many candidates have a basic to conversational level, higher among those in hospitality. The level differs from person to person and we check it in the interview, not on the basis of the CV. Romanian is learned after arrival, in the mandatory course provided by the employer.
The worker's documents
- Passport valid for at least 3 months beyond the visa period, with 2 blank pages.
- Criminal record certificate (Police Clearance) issued in Sri Lanka, translated into Romanian, English or French and legalised. Sri Lanka is a party to the Hague Convention, so an apostille is used; the accepted form is checked with the consulate on the filing date.
- Travel medical insurance (meeting the requirements of art. 27^2, point (1), letter a) of OUG 194/2002, republished) of at least EUR 30,000 for the visa period.
- Proof of means of subsistence for 90 days at the level of the gross minimum wage, unless the firm job offer states otherwise.
- CV and, where the position requires it, diplomas or certificates translated and apostilled.
- 3x4 photographs and biometric data at the consulate.
- Registration with the Sri Lankan authority for migrant workers (Sri Lanka Bureau of Foreign Employment) before departure; our team or, if needed, the licensed local partner handles it, and the requirements in force are checked on the departure date.
The stages, from request to arrival
1. Employer registration and the firm job offer
Account on hub.mai.gov.ro, registration in WorkinRomania.gov.ro (ANOFM (National Employment Agency) decides within 30 working days at most), vacancy declared with ANOFM and the ofertă fermă (firm job offer) with the elements required by art. 6 of GEO 32/2026, including accommodation and transport if you provide them. For seasonal workers, accommodation is mandatory and is declared before a notary.
2. The service contract and the selection
We sign the service contract based on the framework model in MMFTSS Order no. 655/2026 and start the selection in Sri Lanka: pre-selection, video interviews, practical tests, medical check. The employer approves the final list.
3. The contracts with the worker
Placement contract and bilingual individual employment contract (Romanian + English), full-time and with a salary at least at the level of the national gross minimum wage, registered in REGES-ONLINE before the single application.
4. The single application
The agency files the cerere unică (single application) in the platform, with the contracts, the employer's organisation chart, the CV, the apostilled criminal record, the insurance and the proof of means of subsistence. IGI (General Inspectorate for Immigration) confirms that the conditions are met within 30 days at most, within the annual quota.
5. The D/AM2 visa at the competent diplomatic mission
For Sri Lanka the competent mission is usually the Romanian Embassy in New Delhi; consular competence is checked on eviza.mae.ro on the filing date. The candidate appears in person with the originals and submits biometrics; decision within 30 days at most. The legal fee for the long-stay visa is EUR 300.
6. Arrival and the single permit
We pick the workers up on entry into Romania and organise transport to the workplace or accommodation. The application for the permis unic (single permit) is filed with IGI at least 30 days before the 90-day visa expires, with a medical certificate, proof of housing and travel medical insurance (meeting the requirements of art. 27^2, point (1), letter a) of OUG 194/2002, republished). The permit lasts for the duration of the contract, maximum 2 years; seasonal workers can work a maximum of 180 days in any 365-day period.
The employer's responsibilities
- Payment of the salary exclusively into the worker's bank account.
- Individual employment contract in Romanian and English (or another language the worker understands), with the elements of the firm job offer.
- Occupational health and safety (SSM) training in a language the worker understands, and protective equipment; for HoReCa, also the hygiene training required by law.
- Romanian language courses with integration elements, minimum 6 months, at least 6 hours per week.
- Rent of at most 25% of the net salary if you provide accommodation; for seasonal workers, mandatory accommodation.
- Notifying the agency and IGI within 5 working days of unjustified absences of more than 3 consecutive working days or of termination of the contract.
- Access to an internal complaints procedure and keeping documents for at least 5 years after termination of the contract.
Travel arrangements
Flights depart from Colombo, usually with one stopover in the Gulf. The law places the ticket, domestic transport and accommodation on the worker, unless the employer decides otherwise in the firm job offer; clarify this point before the selection. We communicate the arrival date at least 10 days in advance, pick the group up at the airport and transport it to the destination, an obligation the law places on the agency.

Frequently asked questions, Sri Lanka
Realistically, 3–5 months from signing the service contract, if you are already registered in WorkinRomania.gov.ro: selection and apostilling (4–8 weeks), single application (up to 30 days), visa (up to 30 days from appearance at the consulate), then the journey. For the summer season, the order must be placed in winter.
Under art. 40 para. (8) of GEO 32/2026, the visa, transport from the country of origin, domestic transport and accommodation are borne by the worker, unless the employer decides otherwise in the firm job offer. The agency is not allowed to collect anything from the worker; our commission is paid only by the employer.
For customer-facing positions we select only candidates who can hold the interview in English and we run a filmed role play. For kitchen, cleaning or manufacturing, basic English for work instructions is sufficient. You see the real level in the video interview before approving the list.
For 6 months from the start of the activity registered in REGES-ONLINE, a worker with a D/AM2 visa cannot initiate a change of employer, except in case of a serious breach of the contract by the employer. Up to 2 years, the change can only be made through the placement agency. If the 6 months are not respected, you can recover the expenses for Romanian courses, accommodation and transport.
For permanent workers it is not mandatory, but in hospitality it is almost always necessary in practice. If you charge rent, it cannot exceed 25% of the net salary and is not withheld automatically. For seasonal workers, accommodation is mandatory, free of charge or against payment, with a notarised declaration.
4,325 lei gross per month from 1 July 2026, for a full-time contract. Allowances, meal vouchers or accommodation are stated in the firm job offer and in the contract, but do not replace the minimum salary.
Yes, also with a D/AM2 visa, on a fixed-term contract, with mandatory accommodation declared before a notary and with a maximum duration of 180 days in any 365-day period. A seasonal worker you have already worked with can be rehired in the following 5 years with fewer accommodation documents. The list of seasonal sectors is approved by government decision; we check the situation on the order date.
