Workers from Nepal for your company
As a recruitment agency for Nepal, we bring foreign staff from Nepal to companies across Romania, from unskilled Nepalese workers to skilled trades. If you searched for “Nepalese workers”, “workforce from Nepal”, “recruitment agency Nepal” or “foreign staff from Nepal”, you are on the right page: we tell you on the same working day whether we can organise recruitment from Nepal for your positions, roughly what it costs and how long it takes.
Nepal is one of the main markets from which CADIMA YOU SEE recruits workers for employers in Romania. We recruit directly: our team travels to the selection or runs it online, using our own methods and with the support of our Dubai office; where we cannot cover the demand ourselves, we rely on licensed local partners as a fallback. Hiring follows the D/AM2 visa procedure introduced by GEO 32/2026 (OUG 32/2026): a cerere unică (single application) in WorkinRomania.gov.ro, a visa at the competent diplomatic mission and a permis unic (single permit) issued by IGI (General Inspectorate for Immigration) after arrival.
Occupations usually available
All are on the What does it mean?Lista ocupațiilor deficitare (List of shortage occupations), the official list of trades (with COR code) for which workers from outside the EU can be brought in on a D/AM2 visa; approved by order of the Minister of Labour (289 occupations in Order 1,073/2026). Read the guide → (Order 1.073/2026). For other trades, search the full list.
How we run the selection
- Pre-selection according to the requirements in the ofertă fermă (firm job offer): occupation and COR code, minimum experience, age, level of English, availability to leave.
- Verification of documents and declared experience: passport, qualification certificates (where they exist), references from former employers, including from the Gulf countries.
- Video interview between the employer and each candidate, with an interpreter provided by us if needed; this is the option we recommend for small orders.
- Filmed practical test for skilled trades (welding, bricklaying, carpentry, cooking), following the employer's instructions.
- Basic medical check in the country of origin, before the contract is signed.
- For orders of more than 50 workers, the employer's representatives can attend the selection in Asia in person; the trip is paid for by the agency.
- The final list is approved in writing by the employer; only then are the placement contract and the individual employment contract signed.
Interviews and practical testing
For skilled trades we organise a filmed practical test, based on a task sheet agreed with the employer: a weld seam in the required position, a section of brickwork or drywall installation, the preparation of a recipe. The employer receives the recording and a short evaluation sheet and decides alone whether that candidate stays on the list. For unskilled occupations we check physical endurance, understanding of simple instructions and punctuality at appointments.
Languages spoken
The mother tongue of most candidates is Nepali; many also speak Hindi. English ranges from basic to conversational: those who have worked in the Gulf usually understand simple work instructions, but not all of them can hold a technical discussion. The real level is checked in the video interview, not from the CV. Romanian is learned after arrival, in the mandatory course provided by the employer (minimum 6 months, at least 6 hours per week).
The worker's documents
- Passport valid for at least 3 months beyond the visa period, with at least 2 blank pages.
- Criminal record certificate from Nepal, translated into Romanian, English or French and legalised according to the requirements of the competent consulate. Nepal is not a party to the Hague Convention, so documents are legalised through consular channels; the exact requirements are checked on the filing date.
- Travel medical insurance (meeting the requirements of art. 27^2, point (1), letter a) of OUG 194/2002, republished) of at least EUR 30,000, covering the entire visa period.
- Proof of means of subsistence at the level of the gross minimum wage for 90 days, unless the firm job offer states that the employer covers these costs.
- CV and, where the position requires it, qualification certificates translated and legalised; the need for recognition of studies is checked for each COR code.
- Two 3x4 photographs and biometric data taken at the consulate.
- Exit formalities required by the Nepalese authorities for migrant workers: we obtain them ourselves or, if needed, through the licensed local partner; the requirements in force are checked on the departure date.
The stages, from request to arrival
1. Employer registration and the firm job offer
Account on hub.mai.gov.ro, registration in WorkinRomania.gov.ro (ANOFM (National Employment Agency) decides within 30 working days at most), vacancy declared with ANOFM and the ofertă fermă (firm job offer) with the elements required by art. 6 of GEO 32/2026: occupation, gross and net salary, working hours, duration, accommodation and transport if you provide them. Condition: at least 1 year of activity in the field.
2. The service contract and the selection
We sign the service contract based on the framework model in MMFTSS Order no. 655/2026 and start the selection in Nepal. The employer approves the final list.
3. The contracts with the worker
Placement contract and bilingual individual employment contract, full-time and with a salary of at least the national gross minimum wage, registered in REGES-ONLINE before the single application.
4. The single application in WorkinRomania.gov.ro
CADIMA YOU SEE fills in the cerere unică (single application) and uploads the three contracts, the employer's organisation chart, the CV, the criminal record, the insurance and the proof of means of subsistence. IGI (General Inspectorate for Immigration) checks within 30 days at most, within the annual quota (90,000 workers for 2026).
5. The D/AM2 visa at the competent diplomatic mission
The candidate appears in person with the original documents and submits biometrics. For Nepal, the competent mission is usually the Romanian Embassy in New Delhi (India); consular competence is checked on eviza.mae.ro on the filing date. Decision within 30 days at most from appearance; the legal fee for the long-stay visa is EUR 300.
6. Arrival in Romania and the single permit
We organise transport from the point of entry to the workplace or accommodation. The visa is valid for 90 days; the application for the permis unic (single permit) is filed with IGI at least 30 days before expiry, with a medical certificate, proof of housing and travel medical insurance (meeting the requirements of art. 27^2, point (1), letter a) of OUG 194/2002, republished). IGI answers within 30 days (extendable); the permit lasts for the duration of the contract, maximum 2 years.
The employer's responsibilities
- Payment of the salary exclusively into the worker's bank account.
- Individual employment contract in Romanian and in Nepali or in an international language the worker understands.
- Occupational health and safety (SSM) training in a language the worker understands, and protective equipment.
- Romanian language courses with integration elements, minimum 6 months, at least 6 hours per week.
- If you provide accommodation: rent cannot exceed 25% of the net salary and is not withheld automatically.
- Notifying the agency and IGI within 5 working days of unjustified absences of more than 3 consecutive working days or of termination of the contract.
- Keeping copies of the passport, permit and supporting documents for at least 5 years after termination of the contract.
Travel arrangements
Flights from Kathmandu to Romania usually have a stopover in the Gulf or Turkey. By law, the ticket, domestic transport and accommodation are borne by the worker, unless the employer decides otherwise in the firm job offer; decide this before the selection, because it directly affects acceptance of the offer. We announce the arrival date at least 10 days in advance, pick the workers up at the airport and take them to the workplace or accommodation.

Frequently asked questions, Nepal
For an employer already registered in WorkinRomania.gov.ro, a realistic estimate is 3–5 months: selection and documents (4–8 weeks), single application (up to 30 days), visa (up to 30 days from appearance), then the journey. Consular legalisation of documents from Nepal and the consulate appointment may add time. We do not promise shorter deadlines than those in the law.
Art. 40 para. (8) of GEO 32/2026: the visa, transport from the country of origin, domestic transport and accommodation are borne by the worker, unless the employer decides otherwise in the firm job offer. The agency cannot charge the worker any commissions, fees or guarantees; our services are paid only by the employer.
Nepali and, often, Hindi; English ranges from basic to conversational and we test it in the interview. We recommend a team leader with better English for every 8–10 workers and written or illustrated work instructions. The Romanian course is mandatory in the first 6 months.
A worker with a D/AM2 visa cannot initiate a change of employer for 6 months from the start of the activity registered in REGES-ONLINE (exception: serious breach by the employer). Between 6 months and 2 years the change can only be made through the placement agency. If the 6 months are not respected, you can recover the amounts spent on Romanian courses, accommodation and transport.
For permanent workers it is not mandatory, but in practice most employers provide it, because workers cannot rent on their own before arrival. If you charge rent, it cannot exceed 25% of the net salary. For seasonal workers accommodation is mandatory and is declared before a notary.
At least the national gross minimum base salary: 4,325 lei gross from 1 July 2026 (GD 146/2026), on a full-time contract. The salary in the contract cannot be lower than the one in the firm job offer.
The contract can be terminated under the Labour Code. For 2 years from the start of the activity, the agency has a legal obligation to present the worker with at least two other offers from the shortage list within the 90 days of legal stay; if no job is found, it bears the cost of the return. The commercial terms for replacement are set in the service contract.
