Documents required from the foreign worker
Documents a worker from Asia, Africa or other regions needs for the single application, the D/AM visa and the single permit: criminal record, insurance, financial proof.
Updated on 4 September 2026 · 6 min read
The foreign worker's file has three moments: the documents uploaded with the cerere unică (single application; the electronic form in WorkinRomania.gov.ro), the documents presented in original at the Romanian consulate in their country, and the documents filed with IGI (General Inspectorate for Immigration, the authority that manages immigration) for the permis unic (single permit) after arrival. The rules are in art. 27^1, 27^2, 44 and 51 of OUG 194/2002 (the law on the status of foreign nationals), as amended by OUG 32/2026.
Documents for the D/AM2 single application (art. 27^2 para. (1) and (4))
- Valid passport (border-crossing document). The MAE eViza portal indicates validity of at least 3 months beyond the visa duration and 2 blank pages.
- Travel medical insurance (meeting the requirements of art. 27^2, point (1), letter a) of OUG 194/2002, republished), with minimum coverage of 30,000 EUR, valid in the Member States, for the entire visa period.
- Criminal record certificate from the country of origin or residence, translated into Romanian, English or French and legalised (apostilled or superlegalised, depending on the country).
- Proof of means of subsistence at the level of the national gross minimum basic wage for 90 days – in 2026: 4,325 lei × 3, i.e. approximately 12,975 lei, usually a bank statement.
- CV (curriculum vitae).
- Documents recognising studies issued by the Ministry of Education and Research and the authorisation document – only when the law requires a qualification for that occupation (regulated professions).
- 3×4 photographs (eViza mentions two).
Art. 27^2 para. (6)–(7) OUG 194/2002 requires qualification documents for seasonal workers only for regulated professions; for other occupations no diploma is needed. Foreign documents must be translated and legalised.
Documents for D/AM1 (art. 27^1 para. (2))
The same documents as above (passport, 30,000 EUR insurance, translated and legalised criminal record, proof of means of subsistence), with two differences: highly skilled workers are exempt from proof of means of subsistence, but must submit their CV and the document recognising their studies (Ministry of Education) or their Romanian diploma, proving their higher competences. The employment contract registered in REGES-ONLINE is part of the single application.
At the consulate (art. 44 para. (5))
After IGI has confirmed in the platform that the conditions are met, the foreign national appears in person at the Romanian diplomatic mission or consulate in their country. They present the passport and the documents attesting the conditions in original, their biometric data are collected (photograph and 10 fingerprints – art. 29 para. (5^1)) and they pay the visa fee. MAE (Ministry of Foreign Affairs) decides on the application within 30 days of the appearance at most.
At IGI, for the single permit (art. 51 para. (2))
| Document | Notes |
|---|---|
| Passport with the D/AM visa | Original and copy |
| Individual employment contract | Full-time, salary ≥ minimum wage; registered in REGES-ONLINE |
| Medical certificate | From a public or private healthcare institution; attests that the person does not suffer from diseases endangering public health |
| Proof of living space | Lease, hosting declaration, employer's title deed, etc. |
| Proof of social health insurance | Usually follows from the employment contract and payment of contributions |
| Proof of means of subsistence | Usually the employment contract / salary certificate |
| Fees | Cost of the document and extension fee (259 lei + 120 EUR according to IGI information from 2024 – to be verified) |
Filing deadline
The permit application is filed in person, at least 30 days before the visa expires (art. 51 para. (1)). As the work visa is for 90 days, the worker effectively has 60 days from entry to gather the documents and book the IGI appointment. The medical certificate and the proof of living space are usually the documents that delay the file, so the employer should prepare them from the first days.
Duty to provide accurate information
Art. 40 para. (1) letter b) OUG 32/2026 obliges the foreign national to provide true, complete and up-to-date information about their identity, professional qualifications, work experience and state of health. False or incomplete documents lead to rejection of the single application – a rejection which, under art. 44 para. (12)–(13) OUG 194/2002, cannot be appealed – and may result in entry bans.
The list reflects OUG 194/2002 and the eViza/IGI information as of 4 September 2026. Consulates and IGI units may request additional documents case by case, and the fees indicated must be confirmed on the filing date. This article is not legal advice.
